Özet
Bu çalışma, sürdürülebilir kalkınmanın çeşitli sosyal, çevresel ve ekonomik boyutlarına ve
stratejik planlamanın etkisine (kurumsal gelişim (ID), güvensizlik (GU), verimlilik (VE),
etkinlik (ET) ve esneklik (DI)) ışık tutmayı amaçladı. Irak'ın Babil Belediyesi'nde Babil
Belediyesi çalışanlarına manuel olarak anket dağıtılarak çalışma yürütülmüş ve elde edilen
anketlerden 221 adet anket elde edilmiştir. çeşitli boyutlarıyla stratejik planlama ile
kalkınma, sürdürülebilir ekonomik, sosyal ve çevresel arasında istatistiksel olarak anlamlı
bir ilişki olduğunu göstermiştir.
Sonuçlar ayrıca stratejik planlamanın sosyal, çevresel ve ekonomik boyutlar üzerindeki
etkisi arasında pozitif, istatistiksel olarak anlamlı bir ilişki olduğunu gösterdi. Sonuçlar,
stratejik planlamanın sürdürülebilir kalkınmanın ekonomik boyutu üzerindeki etkisinin,
sürdürülebilir kalkınmanın sosyal ve çevresel boyutu üzerindeki etkisinden daha büyük
olduğunu gösterdi. Bunun pek çok nedeni var, en önemlisi Irak'ta ekonomik planlamanın
rolünün uzun yıllardır ihmal edilmesi ve sosyal ve çevresel boyutları etkileyen kültürel
faktörlerin varlığı. Ekonomik boyutlara odaklanmak ve reform programları aracılığıyla
sürdürülebilir ekonomik kalkınmayı sağlamak için bu çalışma gerçekleştirilmiştir.
Bu çalışmanın sonuçları diğer birçok çalışmayla tutarlıdır (Albrechts, Balducci, Hillier,
2017; Teixeira, Boda, 2019; Jerzy, Ciaian, Di Marcantonio, 2019).
Çalışma, Irak'ın Babil bölgesi gibi belirli bölgelerde ekonomik, sosyal ve çevresel
büyümenin desteklenmesini sağlamak için etkili stratejik planlamanın gerekli olduğu
sonucuna varmıştır. Bu nedenle stratejik planlamanın uygulanma süreci oldukça karmaşık
ve çok unsurludur; Bu, uygulama sürecine çok sayıda uzmanın katılımını ve aynı zamanda
stratejik planlama hazırlığında kapsamlı bir analiz taahhüdünü gerektirir.
This study aimed to shed light on the various social, environmental and economic dimensions of sustainable development and the impact of strategic planning (institutional development (ID), insecurity (GU), efficiency (VE), effectiveness (ET) and resilience (DI)). The study was conducted by manually distributing surveys to Babil Municipality employees in Babil Municipality, Iraq, and 221 surveys were obtained from the surveys. It showed that there is a statistically significant relationship between strategic planning and development, sustainable economic, social and environmental in its various dimensions. The results also showed a positive, statistically significant relationship between the impact of strategic planning on social, environmental and economic dimensions. The results showed that the impact of strategic planning on the economic dimension of sustainable development is greater than its impact on the social and environmental dimension of sustainable development. There are many reasons for this, the most important being the neglect of the role of economic planning in Iraq for many years and the existence of cultural factors affecting social and environmental dimensions. We work to focus on economic aspects and achieve sustainable economic development through reform programs. The results of this study are consistent with many other studies (Albrechts, Balducci, Hillier, 2017; Teixeira, Boda, 2019; Jerzy, Ciaian, Di Marcantonio, 2019). The study concluded that effective strategic planning is necessary to ensure that economic, social and environmental growth is supported in certain regions, such as the Babylon region of Iraq. Therefore, the implementation process of strategic planning is quite complex and multi-factorial; This requires the involvement of a large number of experts in the implementation process, as well as a commitment to comprehensive analysis in preparation for strategic planning.
